With respect to check-in/out, it’s important to know who made what changes, and that should happen automatically. Track changes takes care of that, if it’s turned on. If someone has a file checked out, when another person wants to check out the same file, there should be a notice sent automatically to the person who has the file checked out. Also, there should be an automatic timer on the checked out files to nudge the people who have had files out over a threshold amount of time.
